The Ambassador of the Russian Federation in Bosnia and Herzegovina, Igor Kalabuhov, has been acting contrary to the letter of the Vienna Convention on Diplomatic Relations towards Bosnia and Herzegovina for a long time, and especially towards the authority of the state of Bosnia and Herzegovina that gave him consent for diplomatic work and residence, according to the Presidency of Bosnia and Herzegovina. However, with his last statement (August 24, 2023), Kalabuhov took a step forward in this regard. He placed himself above the BiH Presidency, he gave himself the right to condemn members of the BiH Presidency, Mr. Željko Komčić, the current president of the BiH Presidency, and a member of the Presidency, Mr. . Denis Bećirović, due to his visit to Ukraine and their participation in the "Crimean Charter Summit". Because of this, he even placed himself above the highest authority of the state where he serves, above the BiH Presidency, because he was not asked if he could visit his Ukraine, directly threatened the territorial integrity of Bosnia and Herzegovina. He characterized the visit of members of the BiH Presidency to Ukraine as a "hostile act towards the territorial integrity" of his country in order to express his shameless and eyeless anti-diplomatic threat to the territorial integrity of Bosnia and Herzegovina. Kalabuhov does not know, or pretends not to know, that Bosnia and Herzegovina in its centuries-long history has never been a threat to anyone's territorial integrity, has never attacked a single neighboring country, and objectively, by any parameter, cannot pose any threat to the territorial integrity of Russia, unlike Russia which has always been, openly or latently, diplomatically or otherwise, disliked Bosnia and Herzegovina, from the Austro-Hungarian occupation of Bosnia until today. In its centuries-long history, which is longer than the history of its neighboring countries, Bosnia and Herzegovina has not committed any genocide against the peoples of either neighboring or other countries, unlike Russia, which has a long tradition of genocide crimes, starting from the time of the Russian Empire until today. Therefore, it does not matter to Bosnia and Herzegovina when a threat from Russia comes from the mouth of its authorized political representative. All the more, which is not a rare phenomenon, both in the past and today, for states to declare war on each other through their ambassadors. This may not be the issue here, but the Presidency, as a representative of the state of BiH, is obliged, just in case, to determine exactly what this threat is about.
His militant-hegemonic threat to the territorial integrity of Bosnia and Herzegovina, the "ambassador of the Russian Federation in Bosnia and Herzegovina", undiplomatically stated directly in the aforementioned statement as follows: "We consider any form of joining the mentioned initiative (the Crimean Platform, added E.H.) an attack on the territorial integrity of the Russian Federation. We reserve the right to respond to hostile actions." Instead of being grateful to the members of the BiH Presidency for visiting Ukraine and supporting the international community to end Russian aggression against the sovereign state of Ukraine, to stop Ukrainian civilians from dying in their homes and apartments, among whom Kalabuhov's relatives may have died, the militant Russian ambassador Kalabuhov threatens territorial integrity of Bosnia and Herzegovina. After this unrecorded diplomatic scandal of Ambassador Kalabuhov, the BiH Presidency is obliged to: (1) send a diplomatic note to the Russian Federation requesting an explanation of the aforementioned threat by its ambassador to the territorial integrity of Bosnia and Herzegovina; (2) at the same time, urgently deport this Ambassador from Bosnia and Herzegovina as a person who represents a threat to the territorial integrity, and thus the peace and security of the citizens of Bosnia and Herzegovina. Russian support for RS separatism has been known and evident until now, but now, as far as I know, it has been officially expressed for the first time by the announcement of the Embassy of the Russian Federation in Bosnia and Herzegovina. (3) The Presidency of Bosnia and Herzegovina is obliged and obliged to inform the NATO alliance, the UN Security Council, the Council of the EU, the USA about the threat posed by the Russian ambassador to Bosnia and Herzegovina, Igor Kalabuhov, to the territorial integrity of Bosnia and Herzegovina.
Russian support for RS separatism has been known and evident until now, but now, as far as I know, it has been officially expressed for the first time by the announcement of the Embassy of the Russian Federation in Bosnia and Herzegovina. Bosnia and Herzegovina's commitment to peace in Ukraine is threatened by support for the separatism and irredentism of the Republic of Srpska as the content of a direct Russian threat to the territorial integrity of Bosnia and Herzegovina.
